Meet the commercially produced Jigglypuff Costume. . .
Notice the odd placement of the arm slits . . . This seems to cause some squishing of the 'puff' face when the arms are lowered, hence the model is standing with her arms up to try to hide this fact?
Apparently these college students couldn't handle using the arm slits provided and therefore made their own in the side seams of the costume.
Here's my plan for MY Jigglypuff.
Little pocket hands add another funny element to the costume, as well as being more true the character.
